Certifiers


A building certifier is a necessary part of the building process, as they ensure that the building plans and the work itself is completed to the standards set out by the Building Code of Australia, Building Act, and also building legislation in the relevant area.  The Building Code covers things such as structural safety and health and fire protection, but does not address the quality of the work or the finish.

The building certifier that issued the building permit is also responsible for assessing work at regular periods to ensure that the work complies with approval.  However, while the certifier can give you general advice as to whether the building work is compliant, they cannot design the building or carry out any work themselves.  They are there strictly in an advisory capacity.

The Principal Certifying Authority

A Principal Certifying Authority (PCA) oversees the entire building project, from commencement to completion.  During the project, the PCA will carry out building inspections, and rely on other professionals to certify certain aspects of the building work.  They will also obtain compliance certification, demonstrating that the building is safe for occupation.

Finding a Building Certifier

It is your responsibility to find a building certifier.  Certifiers must be licensed.  There are three different types of licenses that a certifier can have.  A principal building surveyor can certify any building work. A general building surveyor can survey buildings up to three storeys high with a floor area up to 2000 square metres.  A plumbing plan certifier can certify plumbing or drainage plans for commercial work.

The certifier that you choose needs to be completely independent.  They cannot be directly or indirectly involved with the builder or with yourself, in a personal, professional, commercial or financial way.  Before settling on one certifier, it is a good idea to obtain more than one quote as to the work.  Once you have selected a quote, ensure that you reach agreement with your certifier on how they will be paid and when.
